Ashton Park Subdivision
Project Description
Ashton Park is a 152 lot single family residential subdivision on a
50 acre site located in Osceola County, Florida. The subdivision
includes approximately 1.4 miles of internal roadways, offsite
right and left turn lane improvements along Narcoossee Road,
and intersection improvements at Narcoossee Road and 10th.
Street.
Responsibilities
- Comprehensive Plan Amendment and re‐zoning.
- A pre‐annexation agreement with the City of St. Cloud.
- Preparing concept plans for the subdivision pursuant to the
client’s requirements.
- Preparation of a Preliminary Subdivision Plan in accordance
with Osceola County requirements.
- Preparing and submitting subdivision construction
documents to regulatory agencies including City of St.
Cloud, Osceola County, and South Florida Water
Management District.
- Submittal of all site construction permits to the
jurisdictional agencies including City of St. Cloud, Osceola
County, South Florida Water Management District, and
Florida Department of Environmental Protection.
- Preparation of construction cost estimates and bid
packages.
- Assisting the client with selection of site contractor.
- Review of shop drawings submitted by the site contractor
prior to construction.
- Periodic inspections during construction to observe the
progress and quality of the construction work and
determine if construction is proceeding in accordance with
the contract documents.
- Review and written approval of all pay requests submitted
by the contractor.
- Preparation of record drawings based on the contractor’s
supplied as‐built information.
- Preparation of final certifications and assistance in securing
City of St. Cloud, South Florida Water Management District,
Osceola County, and Florida Department of Environmental
Protection acceptance of the construction
Cypress Preserve Subdivision
Project Description
This project consisted of a 125 lot, 70.32 acre single‐family
residential subdivision located in St. Cloud, Florida. The
subdivision includes approximately 1.8 miles of internal
roadways, offsite right and left turn lane improvements along
Canoe Creek Road, a major triple arch culvert WPA canal
crossing and a smaller box culvert canal crossing, offsite water
utility extension, and WPA canal bank removal and restoration.
As part of the project design and permitting, significant amount
of 100‐year floodplain areas were filled and compensated for.
In addition, small amounts of wetland were impacted for access
and other related site improvements.
Resposibilities
- Preparing scope for survey and environmental work and coordination with the surveyor and environmental consultant.
- Preparing concept plans for the subdivision pursuant to the client’s requirements.
- Preparation of a Preliminary Subdivision Plan in accordance
with City of St. Cloud requirements.
- Preparing and submitting LOMR and CLOMR requests to the Federal Emergency Management Agency.
- Preparing and submitting subdivision construction documents to regulatory agencies including City of St.Cloud, Osceola County, and South Florida Water Management District.
- Coordination of design and other permitting criteria with Osceola County who in addition to the City exerted jurisdiction over improvements within the WPA Canal and
Canoe Creek Road R.O.W., which is a county roadway.
- Submittal of all site construction permits to the
jurisdictional agencies including City of St. Cloud,Osceola County, South Florida Water Management District, Federal Emergency Management Agency, U.S. Army Corps of Engineers, and Florida Department of Environmental Protection.
- Preparation of construction cost estimates and bid packages.

Villa Del Lago Condominiums
Project Description
The Villa Del Lago project is a 100 unit mid‐high rise gated
condominium building located on the Metrowest Golf Course in
the City of Orlando, Florida.
Responsibilities
- Preparation of all civil engineering construction documents
for the project.
- Coordination with owner representatives, governmental
agencies, architect, surveyor, and other consultants.
- Permitting of the site improvements through City of
Orlando, South Florida Water Management District,
Orlando Utilities Commission, and Florida Department of
Environmental Protection.
Gatehouse Club Condominiums, PD
Project Description
The Gatehouse Club Condominiums is a 227 unit residential
condominium planned development project on a 19.5 acre site
located in Orange County, Florida. The civil engineering work
included permitting and construction of discharge pipes to an
Orange County canal, driveway access to a State Road,
directional drilling of water utilities under a State Road,
coordination of a water utility easement with an adjacent
private land owner.
Responsibilities
- Combining a 5‐acre single family tract and a 14.5 acre multifamily
tract and re‐zoning them to Planned Development.
- Preparing a Land Use Plan and securing entitlements for the
Planned Development.
- Master planning and preparation of a two‐phase
Development Plan.
- Preparation of all civil engineering construction documents
for all phases of the project.
- Preparation of landscape and irrigation plans.
- Coordination with owner representatives, governmental
agencies, legal counsel, architects, surveyors, other
consultants, and contractors.
- Permitting of the site improvements through Orange
County, St. Johns River Water Management District, Florida
Department of Transportation, and Florida Department of
Environmental Protection.
- Construction administration including review of shop
drawings, site inspections, pay application review and
approval, and owner representation.
